The San Bernardino County Workforce Development Board, comprising of dedicated volunteers, oversees the distribution of federal funds aimed at enhancing the skills of our local workforce. Led by local business leaders and composed of representatives from public sectors, educators, labor unions, and community-based organizations, the Board ensures effective allocation of resources.
Operated under the guidance of the Workforce Development Board, the San Bernardino County Workforce Development Department (WDD) administers programs funded by the Department of Labor’s Workforce Innovation and Opportunity Act (WIOA). Through our three America’s Job Centers of California (AJCCs) situated strategically across the East Valley, West Valley, and High Desert Regions, WDD implements comprehensive strategies tailored to meet the demands of local businesses for skilled workers. Simultaneously, these initiatives provide avenues for job seekers to acquire necessary skills and access well-paying career opportunities.

Request for Proposal – One Stop Operator
The San Bernardino County, Workforce Development Department, is seeking Proposals from interested and qualified Proposers to provide services as the One-Stop Operator (OSO) to the County and America’s Job Center California (AJCC) System Partners; these services are allowed under Title I of the Workforce Innovation and Opportunity Act (WIOA). The One-Stop Operator will deliver the following scope of services:
a. Coordinating the service delivery of required one-stop partners and service providers (20 CFR 678.620) in accordance with the AJCC System MOUs.
b. Monitoring AJCC System MOUs for partner compliance and participation.
c. Building capacity and collaboration of the workforce AJCC System between partners, including WDD operations and business services.
d. Assisting with workforce system messaging, including but not limited to working with public relations firm(s) and collecting system-wide success stories from partners.
e. Reconciling AJCC System Partner contributions – actual system and infrastructure costs incurred through the AJCC System MOU.
f. Assisting with facilitating the assessment, implementation and evaluation of the AJCCs Continuous Improvement Plan under the WIOA AJCC Certification process.
