Eligible Training Provider List (ETPL) – Postsecondary Institutions

These are institutions of higher education that leads to a recognized post-secondary credential, typically accredited colleges and universities.

Private postsecondary institutions must be either accredited by the Western Association of Schools and Colleges (WASC), or given an Approval to Operate or be deemed exempt by the Bureau of Private Postsecondary Education (BPPE). Note that training providers who are deemed exempt are not required to have a Verification of Exemption. However, if Employment Development Department (EDD) is unable to determine the specific exemption that the training providers falls under, then EDD reserves the right to request that the training providers obtain a Verification of Exemption from the BPPE.

Public postsecondary institutions must be accredited by either the WASC Accrediting Commission for Community and Junior Colleges (ACCJC), or the WASC Senior College and University Commission (SCUC).

If a training providers meets all eligibility criteria, the provider can be included on the state’s ETPL. Now that we’ve learned what makes a Training Provider eligible to be included on the state’s ETPL, let’s determine the eligibility criteria for ETPL Training Programs.

All training providers that have a training site(s) in California and wish to be listed on the state’s ETPL are required to be registered in CalJOBS. The training provider shall provide all their information required in the CalJOBS Provider module.

All Distance Education training providers that wish to be listed on the state’s ETPL are required to be registered in CalJOBS. The training provider shall provide all their information required in the CalJOBS Provider module. The state ETPL coordinator will determine if a Distance Education training provider is eligible to be on the state’s ETPL using the eligibility criteria. If a local ETPL coordinator is contacted by a Distance Education training provider, it should be referred to wsbetpl@edd.ca.gov for assistance.

All training providers, other than Distance Education training providers, that have training sites located only outside of the state cannot be listed on the state’s ETPL. Keep in mind that both In-State and Distance Education training providers must upload a signed an ETP Assurances Form to the documents section of the Provider Profile in CalJOBS.

The following training provider types are eligible for inclusion on the state’s ETPL:

  1. Adult education secondary schools, as long as the activities are provided in combination with occupational skills training.
  2. Pre-apprenticeship and apprenticeship providers.
  3. Private postsecondary institutions.
  4. Public postsecondary institutions.

Upload the following documentation in the Provider Profile

  1. ETP Assurances Form
  2. School catalog
  3. Business license and Tax ID#
  4. General Liability Insurance Certificate
  5. Proof of accreditation/approval or meet one of the following:
    • Bureau for Private and Postsecondary Education approval to operate or qualifying exemption [Note: Training providers that receive a verification of exemption by BPPE that fall under (a), (d), (f) or (h) of CEC Section 94874 are NOT ELIGIBLE for the ETPL.]
    • Western Association of Schools and Colleges  
    • Chancellor’s Office of the California Community Colleges  
    • California Department of Education
    • Qualify under the Title IV of the Higher Education Act 
    • Pre-apprenticeship programs have a letter of recognition on file from a Division of Apprenticeship Standards (DAS) approved apprenticeship

ETPL Performance Definitions

Programs must provide training services, including, but not limited to the following:

  1. Occupational skills training, including training for non-traditional employment.
  2. Programs that combine workplace training with related instruction, which may include cooperative education programs.
  3. Training programs operated by the private sector.
  4. Skill upgrading and retraining.
  5. Entrepreneurial training.
  6. Adult education or literacy activities in combination with training services.
  7. Apprenticeship and pre-apprenticeship skills training.

Submit program performance (enrollment and placement information for previous 18 months).

Once application materials are received complete, Workforce Development Department (WDD) will review all materials and the CalJOBS website to determine if your programs are eligible for listing on the ETPL. If locally nominated and state approved, CalJOBS will be updated accordingly.

To remain on the ETPL, training providers must meet continued eligibility requirements. From the ETPL Policy, the definition of continued eligibility is: requirements for providers and programs that have been on the ETPL for 365 days. The requirements are very similar to initial eligibility.
