Eligible Training Provider List (ETPL) – Adult Education Secondary Schools

Other public or private training providers, which may include the following:

  1. Nonprofit community based organizations
  2. Joint labor-management organizations
  3. Eligible training providers of adult education and literacy activities under Workforce Investment and Opportunity Act (WIOA) Title II

The following training provider types are eligible for inclusion on the state’s ETPL:

  1. Adult education secondary schools, as long as the activities are provided in combination with occupational skills training
  2. Pre-apprenticeship and apprenticeship providers
  3. Private postsecondary institutions
  4. Public postsecondary institutions

*** Apprenticeship training program providers are required to go through the Division of Apprenticeship Standards (DAS) for inclusion on the ETPL. The California Department of Industrial Relations (DIR) website provides more information***

Upload the following documentation in the Provider Profile

  1. ETP Assurances Form
  2. School catalog
  3. Business license and Tax ID#
  4. General Liability Insurance Certificate
  5. Proof of accreditation/approval or meet one of the following:
    • Bureau for Private and Postsecondary Education (BPPE) approval to operate or qualifying exemption [Note: Training providers that receive a verification of exemption by BPPE that fall under (a), (d), (f) or (h) of CEC Section 94874 are NOT ELIGIBLE for the ETPL.]
    • Western Association of Schools and Colleges  
    • Chancellor’s Office of the California Community Colleges  
    • California Department of Education
    • Qualify under the Title IV of the Higher Education Act 
    • Pre-apprenticeship programs have a letter of recognition on file from a DAS approved apprenticeship

ETPL Performance Definitions

Programs must provide training services, including, but not limited to the following:

  1. Occupational skills training, including training for non-traditional employment.
  2. Programs that combine workplace training with related instruction, which may include cooperative education programs.
  3. Training programs operated by the private sector.
  4. Skill upgrading and retraining.
  5. Entrepreneurial training.
  6. Adult education or literacy activities in combination with training services.
  7. Apprenticeship and pre-apprenticeship skills training.

Submit program performance (enrollment and placement information for previous 18 months).

Once application materials are completed and received, Workforce Development Department (WDD) will review all materials and the CalJOBS website to determine if your programs are eligible for listing on the ETPL. If locally nominated and state approved, CalJOBS will be updated accordingly.

To remain on the ETPL, training providers must meet continued eligibility requirements. From the ETPL Policy, the definition of continued eligibility is: requirements for providers and programs that have been on the ETPL for 365 days. The requirements are very similar to initial eligibility.
